Blog picture missing from settings/general

  A couple of setting items are missing from my settings/general page.

  From those listed on this Support page: http://en.support.wordpress.com/settings/general-settings/, the following are missing in my wordpress.com dashboard – settings/general page:
  – Language
  – Blog picture

  I would like to add a picture through this “Blog picture” setting to make my Blavatar, but the setting is missing.

  Any suggestions?

  You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access those functions.

  Hello timethief, thank you for your suggestions.

  I verified that my one & only website/blog with wordpress.com is listed as *visible* and that I am logged in as *administrator*.

  I checked again that my settings/general still end at “Week Starts On” (i.e., no “Language” or “Blog picture”).

  Any other thoughts?

  I also note that the options available to me in my wordpress.com account page (toolbar) and my website’s dashboard are different from those indicated in the instructions at http://en.support.wordpress.com/my-blogs/. Please see the following screenshots (linked from my website as I don’t see a way to paste them into this forum thread directly):

  1. Toolbar – note the “My Blogs” option is missing from my wordpress.com account’s toolbar:

  b) from my website: http://maggiesway.ca/wp-content/uploads/2014/10/maggiesway_wp_toolbar.jpg

  2. Dashboard – note the substantially different options in my website’s dashboard:

  Do these differences give any clue?

  Correction to the note above:
  RE: 2) b) from my website – I found another way to get some more of the options on the dashboard to show up in my website’s dashboard:

  The rest still remains a problem.
