  Can i create blog portal site with wordpress?

  Is there a tool that can take create blog portal site with wordpress for every registger user ?

  Yes but you need to be over at the correct site: http://wordpress.org/support

  wp.com is the hosted version of the software. You can’t really merge it into offsite websites.

  I don’t understand. What you have linked to is a list of features offered by another blog host, and i didn’t see anything about portals on there (maybe i missed it)
