  There is no free phone support at WordPress.com. I do offer a paid phone support service, though.

  But you just need to contact staff via that Contact link they gave on the site http://en.support.wordpress.com/contact/

  The suspension notice / Banner has a “click here to contact us” you need to contact the Terms of Service people with that link to ask them – that link should always work.
