Blogs ie. sites do not expire. However, domain do expire if not promptly renewed and then they can can be purchased by others. That is why there is an autorenew on domains.
What is the domain URL please?
Allowing a domain to expire
When you allow your domain expire, it then goes through a process that can take several months to complete described at https://en.support.wordpress.com/domains/domain-expiration/. Please read that support doc.If you are in the grace period you will not have to agree to pay a redemption fee set by the domain name registrar that wordpress.COM staff cannot waive.
Otherwise, if you want Staff to try to recover the domain for you then you will have to agree to pay the redemption fee.
If you’re logged into the account that is associated with your expired domain, they will look up its status and get in touch with details.
If you are not logged in under the correct username account then clear your browser cache https://en.support.wordpress.com/browser-issues/#clearing-your-browser-cache and cookies https://en.support.wordpress.com/browser-issues/#clearing-wordpress-com-cookies prior to logging into the associated account, and provide the domain URL here.
If you did not register the site under your username account and do not have the required access, then you need to contact the person who registered the account and site under it, and have them act or transfer the site to your username account by using this process. http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account

Hi! Looks like you’ve already paid the fee, and staff had reached out to the registrar. They’ve restored your domain for you, and I’ve just now been able to add it back to your account. You should be all set. Cheers!
