  You don’t have to pay any money to use WordPress.COM, it is entirely free. The $18 you are referring to is an optional upgrade that you can buy, which gives you your own domain, so you can choose to have the site as azinfandotcom.com instead of azinfandotcom.wordpress.com. You don’t have to pay for this.
