If you’re working on the site locally, you’re using the open source WordPress software, made on WordPress.org.
In that case, the best place to ask for help is in their forum at https://wordpress.org/support/forum/localhost-installs/. The community there will be able to help you troubleshoot what the problem is, and give you advice on how to fix it.
WordPress.com, where you are now, cannot be installed locally, so we don’t have the knowledge here to help you.

The version of WordPress we use here on WordPress.com is not the same as the version you have installed on your computer, so we are not able to help you troubleshoot this.
