What should i to make subscribe form to user who read my blog? When i post news they will be notified by email they had entered to the form. Only works to those who subscribe to my blog. Can someone help me out?

You mean you want readers to be notified by email when you make a post? There’s no sort of forward by email feature at WP because of potential problems with spammers, but you can still do it to a certain extent. If you sign up with somewhere like http://www.feedburner.com/, you can add the subscription link into a text widget. Call it “Click here to subscribe” (or use an image which looks like an email) and it should work the way you want it to.

i have a question. Is there anyway to track your subscribers–i.e. to have a list of who they are?

Not at WordPress.com unless you route them through Feedburner. I think Feedburner will give you those stats.
