A Google search repeatedly shows that people are bewildered about how and where to download this, and no one seems to know. How about some information on this? Haven’t you wondered why the thumbs-down rating on that article is twice as high as the thumbs up? Where the hell is this widget?

If you downloaded and installed WordPress software on your own web site then you are in the wrong Forum.
And yes the Widget you refer to is for WordPress.COM hosted sites and you would not have access to it. I can’t remember if it is part of the new Jet Pack option that WordPress.COM has just started providing for WordPress.ORG installed sites. However there seems to be a bit of a bug in the Jet Pack so you might want to wait a few days if you decide to install it for the Staff to address some glitches.

Your best bet is to use the email subscription feature from feedburner. It is quite easy to set up and no matter where you go, or what software you are using, you can incorporate it into your site.
