Hello, I would like to know how best to go about enquiring whether a user would be willing to give up their site name. Would WordPress be willing to liaise for me? I don’t believe it is currently being used actively.

That is not possible as Staff cannot violate the privacy policy and they will not approach anyone as a go between.
You cannot register a site URL that has already been registered and there is no expiration date on any on .wordpress.com blog URLs unused, reserved or otherwise. Note that in these cases the blog’s owner rarely responds to comments if they are open or to contact information on the site but you can try that if you wish to.
Note that Staff will not breach the privacy policy and provide you with an email address if you cannot make contact with the owner.
