Blog upgrade does not show on blog

Bought the upgrade but tool bar for fonts etc does not show on dashboard
The blog I need help with is: (visible only to logged in users)

Hi there – you can find the custom design area under Appearance > Custom Design:
https://marydsplace.wordpress.com/wp-admin/themes.php?page=custom-design
From there, click the Fonts tab at the top to choose your custom fonts for the site title, headings, and body text.
