Blog visibility

  I would like to know the function of the blog visibility. If I choose the 3rd option for the blog privacy, I can have up to 35 users to view or have access to my blog. Does it mean that these 35 people have to be WordPress users? Is it possible that I invite people who are not WordPress users to view my blog too?

  These 35 persons have to be WordPress.com users.
