  Which is the cheapest paid blog level that allows us to use Google Tag Manager?

  Thanks Fresatomica! It wouldn’t need a plugin but it would need a snippet inserted into the head element. Does this require a Business plan?

  Yes, the only snippets that can be inserted into the header without the need of a plugin would be those that verify your domain with search engines:

  https://en.support.wordpress.com/webmaster-tools/

  For any other, you’d likely need a plugin like Insert Headers&Footers or Code Snippets.
