i shut down my wordpress blogsite a while ago an now i want it back.
i have tried to ceate a new one with the same name but it says ‘the page already exists’what to do?

If you deleted your blog unfortunately that name will no longer be available. The documentation as cited here says:
Recycling Blog Addresses (URLs)
A WordPress.com blog owner can choose, at any time, to permanently delete his/her blog. There are any number of reasons someone may want to do this, and we respect their decision.Addresses (URLs) for blogs that have been deleted by the owner will remain deleted. We cannot, under any circumstances, allow someone to take over the address of a blog that was owned and deleted by its original/previous owner. Please do not submit support requests asking us to do this.
Imagine you have a blog for a while, but then decide to delete it for personal reasons. We then let someone else take over the name. A year later you get an angry phone call from a friend or relative who has clicked on an old bookmark, reads something offensive, and thinks that it was published by you. This is why our policy will remain in place.
Fortunately, there is an infinite supply of unused blog addresses, so our policy should not limit your address selection. Note that if you add a custom domain for use with your blog, the original ‘wordpress.com’ domain/URL is never visible to your readers for as long as the custom domain is used on your blog.
Any other unused name can be picked though, so maybe you can do something similar to your initial blog’s name to signify it is in its second round. Perhaps append ‘Phoenix’ to the name or ’round-II’.
