Please find the detailed guide to import data from Blogger to WordPress.com:-
https://transferto.wordpress.com/blogger/Also, make sure the file you are importing on WordPress.com is of .xml or .zip format ie ends with these formats.
Also, make sure the author tag <author> is not empty in the XML file, if you follow the above steps it will be fine. So please follow the above guidelines and then retry.If you still face any issue, then tag this thread for staff attention by adding modlook tag on the right Tags section.

I had tested the import tool with my Blogger blog by importing the XML and it worked fine for me. Also, I would request you to not post your Blogger exported XML file on a public forum.

That file is a backup of your Blogger’s site theme file. To download a copy of your content you need to login to your Blogger account and go to Settings > Manage Blog > Back up content > Download
