  I want to make a website on blogger plan but i don’t know if i cand upload themes and instal plugins on this blogger plan becasuse when i’m trying to do these actions tells me to upgrade to a business plan?If i buy blogger plan i can upload themes and instal plugins?Thank you.

  Only business plan users can upload custom theme and plugin.
