Blogging under my daughter's name – is that identity theft?

My daughter has a completely unique name. Unfortunately someone has adopted her name as a wordpress.com domain, scraped content from other sites and put it onto their wordpress.com as a blog under her name. Isn’t that illegal? Can I sue wordpress to get it back? I don’t want to link to the url as that will just generate traffic to the site. Please help as this is causing her distress!
ps I own her name as a domain site – I understand the difference
