Bloggroll links dont apperes and where do I find SEO /plug in menu?

I have followed the steps here http://en.support.wordpress.com/blogroll/add-a-blogroll-link/ but the links doesn’t appear in the list under bloggroll.
My other question is about where I can find the SEO/ plug in menu?
I have tried to follow the instructions from this page.

I don’t see a blogroll widget on your site at http://fotografpernilla.com/ and in fact I don’t see any content there at all. If you’re seeking help with another site, please provide the URL of that site.
