  when on your dashboard, down the side of the menu is the links option.

  ad your links then you need to add the links widget to your side bar.

  and walah!

  Please see here for deleting the automatically provided links in your Blogroll and replacing them with links of your own choice. > http://en.support.wordpress.com/links/ The Links Widget displays a list of links (also known as a blogroll) in your sidebar.
