  I’m a new blogger, so this is probably just the first in a series of simple-minded questions. If I come across blogs or websites that I like, do I just go ahead and add them to my blogroll? Or should I get permission from the author/owner first?

  You can add them as you see fit. It is a mark of confidence in the person/site you are bookmarking. Don’t feel that you have to bookmark everything. Less is more.
