  Hello good evening,
  I have a question about creating my own blog/ blog page I do not have a website that I can publsih is there any way that I can still have a blog page without actually have a website? Thank you and will be waiting for your repsonse very soon, thank you and good night.

  A blog is a kind of website, so the distinction that you’re making between them isn’t clear to me.

  The word blog has various meanings. One common meaning is a stream of posts that runs in reverse-chronological order so that the most recent one sits at the top of the others. This may also be called a blog stream or blog feed. A website may include such a blog stream, and also have other parts such as pages, portfolios, testimonials, widget areas, menus, a header image, etc. that may exist independently of the blog stream.

  If you want to create a website in which the only feature is the blog stream, you may do so. Just publish posts and don’t add any of the other features to the site. Or add as few as you feel necessary. Most bloggers consider a menu necessary, for example.
