'Blogs I Follow' is not in my widget list and I can't find it anywhere

This is exactly how I want to display my customer blogs on my shop site but the widget isn’t there. I’ve searched high and low and can’t find it. How do I activate this widget?
The blog I need help with is: (visible only to logged in users)

This is wordpress.com and we do not host your site. dev.chimacumharness.com is a WordPress.ORG software install hosted by GoDaddy.com
We provide support only for wordpress.COM hosted sites. Our support docs do not apply to
(1) local installs of wordpress.ORG software on your own server or
(2) wordpress.ORG software installs on paid hosting, and we do not provide support for them at wordpress.COM.Also, note that we do not provide Jetpack support https://jetpack.com/support/ for sites linked to wordpress.COM accounts with the Jetpack plugin so they display on the My Sites wordpress.com account page.

WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. As you are referring to a site that is not hosted here, if you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right-hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.

Hi. Thank you for your quick response. I am aware that my site is a .org site and that it is not hosted here. I’m trying to understand why a widget that seems standard on WordPress.COM is not available anywhere else on the internet. Certainly the .ORG support is a resource I’ve read thoroughly but it is a .COM widget. Since the widget I’m inquiring about is a .COM widget and not a .ORG one, my question is still for you:
Is the “Blogs I Follow” widget available to sites hosted elsewhere?
