  Can anyone tell me how I can get a blogskin onto my blog site?

  You login to you Admin => Presentation and then click on the picture of the theme that you would like applied to your site!

  Blogs hosted on wordpress.com are only able to use the themes in that section unless you know how to code CSS and then you can replicate other sites designs, but it requires an upgrade and a firm understanding of the code.
