  Does the bold news theme by Woothemes have the option to include widgets? Including membership widgets?

  I don’t know of any membership widgets that work at WordPress.com. What exactly did you have in mind?

  Themes purchased or downloaded from outside WordPress.COM itself, ie your dashboard under “Themes”, cannot be used here.
