Bought a package, and a domain – How to get started

Hello, I bought the basic package + domain last night. How do I use the domain and start building my website?

I’m not seeing any upgrades associated with the WordPress.com user account you are posting from. This typically happens when you’ve ended up with a second WordPress.com user account and that second account is the one that owns the upgrade. You’ll need to log into THAT account in order to make any changes.
If you do not have access to that second account, here are a few options:

Hi there,
The forum you’re posting in now is for the hosting provider, WordPress.com.
Your site is not hosted with us, but is hosted over at GoDaddy.com, and has no connection at all to WordPress.com.
The “WordPress” you’re using over there, is the open source software made by the community on WordPress.org. That’s not the same thing as WordPress.com.
For help with your version of WordPress, you can ask the WordPress.org community over at https://wordpress.org/support/forums/
