Broken admin account on self hosted instance

Hi everyone.
Our customer moved a self hosted instance to a server we’re hosting a good while before I started. The host OS is no longer supported, and I think the best solution for us would be to move the self hosted website to wordpress.com.
The problem is that the admin accounts are seemingly all broken. No matter what I do I can log in successfully, but I always get the following error message:
Sorry, you are not allowed to access this page.
Even on ree4eu.eu/wp-admin after successful login. Does anyone have any tips on how to troubleshoot this error?The blog I need help with is: (visible only to logged in users)

I’ve taken the time to look into your website and noticed that it’s actually using the WordPress.org software and is hosted by a different provider.
WordPress.org is the same foundational software we use here at WordPress.com, but it’s set up a little differently. Because of this, the specific help you may need can be different.
