The link to “Get WordPress.com Premium” on the page http://store.wordpress.com/plans/premium/# is to the same page!
Not easy to purchase service from you when your links are broken.

When I click on the button, It opens a list of my wordpress.com sites so I can choose which one I want to upgrade. Were you logged into your account t when you clicked the link?

The URL says exactly what you posted–the same url as the page–but as soon as I hover over it the list of my blogs also appears–and when I hover over the blog names, I get different URLs.
If you don’t have any sites hosted at WP.com yet though that probably won’t happen.
It might work better to start from this page: https://signup.wordpress.com/signup/
You can sign up for the free account and add the premium package all at one time.

Yes, that is where I started. However, it wasn’t clear to me that I needed to create a free blog site before upgrading. Also, of course, it doesn’t make much sense for the link to take me to the upgrade page without actually requiring “required” steps.
Thanks for your help. I’ll go back and sort it out.
