Broken Link help

  So recently, I’ve been trying to update my work website since we have been getting a lot of 404 errors. After looking into the problem, I’ve noticed that the issue with the links is that the address gets duplicated. (example) http://www.cityofvenus.org/%22http://www.cityofvenus.org/wp-content/uploads/2017/03/Ordinance-No.-554-2017-03.pdf/%22

  Would anyone know why these links get duplicated with clicking on them?

  if I remove the bolded portion, the link works just fine: http://www.cityofvenus.org/%22http://www.cityofvenus.org/wp-content/uploads/2017/03/Ordinance-No.-554-2017-03.pdf/%22
