Browser gets stuck "loading in design tools"

I recently upgraded to the CSS customization. Since then it has not allowed me to enter the custom design page properly. It gets stuck on “loading design tools.”
Cookies have been cleared, so it isn’t that.
I can change the font and background from the change appearance section, but no the interactive customization page.

There have been issues with the theme customizer. I suggest being sure you are using a browser and version of it found here http://browsehappy.com and enabling third party cookies and JavaScript.

It is none of those things. The customizer worked properly before I paid for the upgrade.
It also works on a new blog I try to create, however I don’t have the subscription paid for on another blog. If it can’t be fixed ASAP am I able to move my payment to a different blog and start over?

You do not need to load the design tools unless you have the Custom Design upgrade, which it appears that you have not purchased for the other blog you refer to. All of the very same functions can be accessed from your dashboard.
Appearance > Header
Appearance > Background
Appearance > Theme Options (applicable only to some themes)
Settings > Reading (set a static front page)
Site Title and Tagline > Settings > General -
Right, but previous to purchasing the preview option customization was working. This is much more convenient and worth the price, where as accessing through the dash board, not so much.
I do not want to purchase it for more than 1 blog, but if the issue only exists within the blog I’m working on (which it does) then I should be able to start a new blog and use the upgrade there instead.
I will just get a refund.

It has something to do with my home page, because when I preview the site it says I must be lost where the home page should be.

re: front page error message “Hi there. You seem to be lost.”
By default the front page of your blog displays all posts. The 404 (page not found) error message on the front page of the blog appeared because the Admin of the blog deleted the placeholder Hello World post. http://en.support.wordpress.com/not-found/ As soon as you publish a post, not a page it will disappear. Read the differences between Pages and Posts. -

For the customizer to work, you need to have something published on the front page.
As timethief mentioned, your front page is currently generating a “not found” error.
You’ll need to either publish at least one post and reset your front page to display your latest posts, under Settings > Reading – OR alternatively, set your front page to display a static page, by following the instructions here:
