bsdb.org re-upload

Have have had problems with my hosting provider for my website, TSOhost. I have switched to a new service provided by them after having previously downloading all my website files via ftp using Filezilla. I have now made connection with the new service to re upload the files but I want to make sure I am doing this correctly.
Also, I have been instructed the following:
‘WordPress sites also have databases – you must’ve downloaded the database as a file when you initially downloaded the files. The database’s content will have to be imported onto a new database you create on the cPanel service’s ‘MySQL Databases’ section’
I don’t know how to do this- this could you help get my site back online? Thanks!

It seems like you might be facing difficulties with a self-hosted WordPress.org website, and not with a WordPress.com-hosted one. WordPress.org is a free site-engine software, while WordPress.com is a web hosting company.
