Hello
BuddyPress is a third party plugin and to install a third party plugin in WordPress.com would require Business or the eCommerce plans
For more info see refer to this support guide here: https://wordpress.com/support/plugins/third-party-plugins-and-themes-support/
For this
is it only free if I host it myself elsewhere than wordpress.com ?Yes if your site is hosted somewhere else the hosting plan includes adding third-party themes and plugins along with it.Let us know if you have any further queries.

Hello there,
BuddyPress is free to use with both WordPress.com (on the business plan) and for self-hosted WordPress websites.
Self-hosted WordPress is where the software is downloaded from WordPress.org and installed on a server with a service provider.
There’s more about the differences here: https://en.support.wordpress.com/com-vs-org/
In order to use plugins on WordPress.com, the business plan is required.
