Why does the support form randomly show the "Public or Private" option?

The new option to set whether a support question is public or private is great, but the option keeps appearing randomly on the page, instead of every time I visit. I keep having to refresh the page to get the box to come up.

We are still in the process of testing this feature; this is not a bug but intended behavior.
