Hi there,
To which updates are you referring? We haven’t made any recent changes to how leaving comments or how the editor works.
The recently published GDPR updates are updates to WordPress.com policies. We haven’t made any software changes that would affect how your site works.
Can you please provide more information on exactly what is happening, and I can try to help you find the cause and fix it.

I updated WP to version 4.9.6 and that is when the bugs began. It seems that no one can leave comments on my site and the scrolling menu bar when I edit a post won’t scroll. Which means that I cannot add links or media unless I scroll up to the top of the page where the menu bar is and then click on the link or media add buttons and then scroll back to where I want the media or link added. In addition on the menu bar I have greyed out boxes on things like toggle tool bar and centering. I also don’t know why the above says a different site than the one I need fixing which is https://xyuandbeyond.com. I am self hosted but I don’t think this is the right forum to get it fixed it.

You’re right. This forum is only for sites hosted on WordPress.com, and the new GDPR tools form self-hosted WordPress have not been added here as we are developing our own tools specific to the way WordPress.com works.
The most likely explanation is that a plugin on your site is not fully compatible with the new update, but the best place to get help on troubleshooting this further and fixing it is the self-hosted forums:
https://wordpress.org/support/
Before you post I suggest you try searching those forums if others have perhaps reported similar issues. If you don’t have a WordPress.org account yet you’ll need to register one before you can post there – your WordPress.com and site admin credentials won’t work for that site.
