Build a Community Bulletin Board for Apartment residents

Build a site that would be designed and strictly used for listing things to sell, trade, or give away by residents of my apartment building. Like I have a Panasonic CD Player I want to sell for $10.00 or I want to buy one, or I want to give it away or trade for something else.
So, I need a way for residents to join and register with email. I should be able to store that information and refer to it when needed. Membership is free.
Then when the person has joined, they should be able to go to a page where they can list their item, give a description, and leave a contact number or email where the interested party can contact them.
I should be able to monitor this page and delete it after 30 days. No one should be able to tamper with anyone else’s listing.
I have the main page already with links to buy, sell trade etc. but where do I go from here? How do I incorporate the page where the user can list his/her stuff and the page where people can see what’s for sale, trade etc. and who to contact about it? I’m stumped.The blog I need help with is: (visible only to logged in users)

You won’t be able to build something like this on WordPress.com, as we do not support membership sites.
It is posible to do this on a self-hosted WordPress site (also known as WordPress.org), though it can be rather complex, so it may require the work of a developer. You can learn more about self-hosted WordPress sites at https://wordpress.org
