Build a Site before Connecting to Existing URL

Is there a way to ‘demo’ or build a site to show someone without it being live obviously, in order to see if wordpress has everything that I am needing? There are two specific functionalities that I need and I don’t want to commit before I know it can even be possible. Thanks!
