Build new website on WP to replace old website when it’s complete

What would be the best way for me to start building a new website on WordPress with the intention of moving it onto my old domain when it is all done? So my existing website will still be there and function normally until I move the new website over to replace it

When you start a site here, we’ll give you a free subdomain. You won’t need to move your custom domain over to it until you’re ready.
For that, we have two options:
Mapping allows you to keep the domain registered with your current domain registrar and direct it to your WordPress.com site: https://wordpress.com/support/domains/map-existing-domain/
A transfer would allow to manage both your site and domain from the same place: https://wordpress.com/support/move-domain/incoming-domain-transfer/
