Build pages from scratch

I bought business package from WordPress.com. I searched and selected a template. It looks like there is no zip file so I have to build all the pages on my own. Is there a way to get the zip file on the WordPress.com site and upload prebuilt pages?

I’m not sure what you’re asking.
When you create a WordPress.com site we provide you with the tools to create your site, and you can activate a theme to determine the design. But there’s no pre-made pages you can just upload to the site.
You create pages by going to My Site ->Site ->Pages ->Add, and then you add the content you want to the page.
