How can I build a website as a mock up without having to purchase a domain? this will be for a website overhaul for a domain I already own but do not want to transfer the domain until the site is built.

You can build a website using free plan of WordPress.com. You can choose domain ending with ‘WordPress.com’ , ‘home.blog’ , etc. These are free domains which comes with free plan.
To keep your site offline you can make it private or hidden while working on it.
