Building a site

Greetings!
I want to build a site from the ground up. Currently, have a Weebly site, my understanding is that it would be best to start fresh. I don’t want to transfer things over just yet – what are my options?

I would first decide if you want to go with WordPress.com or WordPress.org.

When I hear “ground up” I immediately hear coding custom CSS/HTML/PHP. If that’s what you’re looking for, using the open-source WordPress software(WordPress.org) and self-hosting is what I would do.
If not, I’d go with WordPress.com. Start by picking a plan, build pages with the block editor, or checkout some themes.

If you require plugins or additional CSS, you’d have to select a Business Plan or better to have those options.And of course, you could always transfer your content over from your existing site:
