I have set up a wordpress account paying for the premium service. I want to build a wordpress site and then hand over total control to someone else on their account. They only have a free account. What is the easiest way for me to do this?

Hi there, you can transfer both ownership of the WordPress.com site and any upgrade plan on that site to your client. https://wordpress.com/support/transferring-a-site-to-another-wordpress-com-account/
Note that once you do this, you will no longer be a member of that site unless the new site owner adds you.

https://dashboard.wordpress.com/wp-admin/index.php?page=my-blogs is the link to the global dashboard where you’ll see all the WordPress.com sites listed under this username account you are posting with to these forums.
If you have a WordPress.com website with a Premium plan attached to it, your question would have been directed to Support rather than here to the community forums, so please let us know the site address where you are building your client’s site.
(If by chance you are building a website using the open source WordPress software that you later want to transfer to someone who has a free WordPress.com website, that’s an entirely different situation.)
