  I have a current site and want to build my new site on my own computer before uploading it to my current provider.

  These forums are for WordPress.com hosting, but it doesn’t sound like that’s what you want to use to build or host the site. If you want the software called WordPress, you can get it at https://wordpress.org/download/.

  If you want to build a site with WordPress.com, you’d do that all on the web and connect your domain when ready to launch. If you want to do that, this forum can give additional information.
