  I have my own URL, hosting, SSL from namecheap.com can I use wordpress.com to create my webpage.

  If you already have hosting, you do not need WordPress.com:

  https://wordpress.com/support/com-vs-org/

  You are welcome to create your site here and use the custom domain you purchased at Namecheap but you would need one of our plans to do that.
