  I’m building a website using FREE PLAN, before I move my domain name I want to know if the FREE PLAN is equal to the PERSONAL or PREMIUM plan ?

  I’m not sure what you are asking here. The three plans all have different features. To transfer or map a domain you already own to your free WordPress.com site would involve an upgrade to either the Personal or Premium plan.
