Building website before directing domain

That’s totally possible. You can start by creating your new site here: https://wordpress.com/start
Then when you’re finished, either transfer your domain to WordPress.com: https://en.support.wordpress.com/incoming-domain-transfer/
Or map your domain to point to your new site: https://en.support.wordpress.com/domains/map-existing-domain/
Note that you will need an upgraded WordPress.com plan for either of these options: https://wordpress.com/pricing/
But you can go ahead and build out your site on the Free plan before upgrading and transferring/mapping your domain.

However, when I go to those links, I am directed to enter my domain and to purchase a plan before I see where I can start building my site. How do I skip the prompts to enter a domain and choose a paid plan?

You can create a free site here https://wordpress.com/start/domains just by typing a word or phrase. The address you’re offered won’t be too critical if your ultimate goal is to eventually purchase an upgraded plan and map or transfer a domain you own onto that site.

When you go to https://wordpress.com/start and it asks you to choose a domain, you’ll see two big options on top, ‘Best Match’ and ‘Best Alternative’ – those are paid plans – but just below that, you’ll see a free option, usually something like your name +
.wordpress.com. Once you select that, you can proceed without buying a plan or domain.
