Bulletin Board Plug-In Solutions

Hello all,
I have a request for a ‘bulletin board/notification board’ implementation and I am looking to meet the following requirements. Obviously WP is of sorts a bulletin board/blog but in my situation I dont want ability to have threaded responses/comments to any post (one-way only) and I have some other requirements that I would just prefer not be ‘wired together’ via normal WP custom implementations.
Any ideas/suggestions would be welcomed, I am not looking specifically for opinions other than understanding which plugins may meet the technical requirements below in one package. If (2) plugins may be able to accomplish the requirements below…that may work too.

-No user account/login to post (open to public)
-Ability to implement in any template or part of a WP theme or custom theme (ie any target pane, expect this to be in main page flow)
-Admin/Moderator dashboard to ‘approve’ posts (ideally with filters, eg date, specified parameter sets..see below )
-All posts will be moderated by Admin dashboard before going public
-Ability to filter by specified parameters, specifically one’s we can define and ‘seed’ through an admin dashboard
-Ability to public search within the plug-in/implementation for ‘LIKE’
-Search field completion based on pre-defined filters ideal
-Obviously public posting can be dangerous so I’m assuming a captcha or other mechanism would be ideal from deterring bots etc… -

Most folks in these forums have a free WordPress site hosted here with us, and thus can’t install plugins without upgrading. And since the upgraded sites come with direct support, those users don’t typically hang out here.
