Bullets in comments using the Edit features not working or being saved

I often leave comments on my own posts to added supporting information.
When click Edit for the comment, I have to click another Edit at the bottom of the comment. This results in a ‘menu’ of HTML-formatting commands, such as and — which I know how to use well.
However, after I set up the HTML list correctly and click Save, the bullets do not appear.
I found a number of Forum article that say to add a CSS statement to Additional CSS, but you have to have a Premium subscription to do that. But what I wonder is: why does the interface offer this formatting if the system does not honor it?

Are you able to send a screen shot of what you’re seeing when clicking the double edit buttons? That will be super helpful for me to get a better grasp about what the potential problem could be. Sure! I took 4 screenshots in sequence. Here are the annotations:
- The comment as posted. There’s a little “Edit comment” at the top. Click that.
- There are no formatting options, so you have to click Edit in the bottom toolbar.
- Once you get there, another toolbar appears above the content area. I use that to enter the UL and LI elements. Then I click Save below the content area.
- The success message, but the HTML as applied by the toolbar elements did not persist.

I would suggest changing it to another one from https://wordpress.com/themes/talkingonthethink.wordpress.com and then checking if the issue persists. If so, please let us know!
