  I am trying to upgrade to business. It says 24.99 on the main page but when I go to check out it says 299

  24.99 USD is the monthly cost while 299 USD is the annual cost of the WordPress.com Business plan.

  You can actually only pay annually instead of monthly. The monthly price is listed to break down the costs.
