We are looking to subscribe for the business account. If we pay now and want to delete this within the first 12 months, would we receive a refund?
Also, can are we able to add pop-ups to our website?

All the plans on WordPress.com are refundable for 30 days only, a domain is refundable in 48 hours, you would receive the refund within this period only not for the 12 months, to know more read here:

Within WordPress.com you have an option for PopUps using the Mailchimp Subscriber PopUp forms, have a look at the details here:

Also note, most of the Pop Up Plugins like Opt-in have additional charges, they are not included in the Business Plan, all the charges for the Premium services of the Plugins have to be paid to the Plugin developer.
