Hi there,
That site still has an active domain connection upgrade that belongs to another account,
erbsvil. That upgrade will need to be cancelled before the site can be deleted.Please log into that account, or ask the owner of that account to log in, and go to https://wordpress.com/me/purchases to cancel the upgrade. Then go to Settings ->General to delete the site.

Meanwhile you can already take the site offline by just setting it to private – any admin on the site has that ability. You can do that from Settings ->General as well.
