  I still don’t understand the advertising policy.
  If I am a business, can I still have a blog on the free wp.com?

  Could I advertise prices or specials?

  Or – do I have to buy the Business upgrade?

  The advertising policy is to prevent online advertising such as text links and banner ads. This also includes affiliate marketing and paid posts (someone pays you a commission to write a product review).
