  Hello. Why do I need a business plan in order for me to upload a custom theme I bought somewhere else?

  All available free and Premium themes for a free site are at https://wordpress.com/themes . Any other themes you see/buy on the Interweb are designed for sites hosted elsewhere and using the WordPress.org software. Consequently they only work here by upgrading to the Business plan where sites are configured differently to all the other WordPress.com plans/sites which use a shared environment.
